Важность защиты детей и их прав, а также соблюдения принципа приоритета интересов ребенка, прослеживается практических во всех отраслях российского законодательства, что обусловлено и конституционным признанием детства важнейшим этапом жизни и приоритетным направлением государственной политики, целью которой выступает обеспечение всестороннего развития и благополучия подрастающего поколения. В настоящей статье уделяется внимание системе органов публичной власти в субъектах Российской Федерации, полномочия которых направлены на обеспечение и защиту прав и законных интересов ребенка, в частности, на создание условий для всестороннего развития для его личности. Исследуемая система органов является многоуровневой и сложной и включает в себя территориальные органы федеральных органов исполнительной власти РФ, органы государственной власти субъекта РФ (в частности, специально созданные и учрежденные органы и должности в сфере обеспечения и защиты прав и законных интересов ребенка), а также органы местного самоуправления.
The importance of protecting children and their rights, as well as observing the principle of the priority of the interests of the child, can be traced in almost all branches of Russian legislation, which is due to the constitutional recognition of childhood as the most important stage of life and a priority area of state policy, the purpose of which is to ensure the comprehensive development and well-being of the younger generation. This article focuses on the system of public authorities in the constituent entities of the Russian Federation, the powers of which are aimed at ensuring and protecting the rights and legitimate interests of the child, in particular, at creating conditions for the comprehensive development of his or her personality. The system of bodies under study is multi-level and complex and includes territorial bodies of federal executive bodies of the Russian Federation, state authorities of the constituent entity of the Russian Federation (in particular, specially created and established bodies and positions in the field of ensuring and protecting the rights and legitimate interests of the child), as well as local government bodies.
