Обеспечение возможностей для развития внешнеэкономического сотрудничества с дружественными странами Азии, стимулирование внутрирегиональных и межрегиональных экономических связей в Арктической зоне России, вовлечение запасов полезных ископаемых в хозяйственный оборот становится возможным благодаря развитию Северного морского пути (СМП). Исследование посвящено состоянию и динамике развития Северного морского пути как фактора обеспечения экономической безопасности государства. Изучены статистические данные, характеризующие динамику перевозок грузов по СМП, а также востребованность транспортной магистрали среди внутренних и зарубежных грузоотправителей. Результаты показали наличие следующих проблем развития СМП: увеличение сроков реализации проектов по добыче и переработке полезных ископаемых в Арктической зоне, что не позволяет обеспечить прогнозируемые объемы отправки грузов; сложности импортозамещения в судостроении, в результате чего увеличиваются сроки строительства ледоколов и других судов для обслуживания СМП; недостаточное развитие портовой и путевой инфраструктуры СМП (исключением является порт Сабетта). Для их решения необходимы меры по созданию госкорпорации «Русский Север», которая станет ответственной за реализацию стратегического проекта развития СМП и сможет выпускать под гарантию государства арктические облигации, а также заключать соглашения государственно-частного партнерства. Видится необходимой и активизация сотрудничества России с Китаем, Индией и другими дружественными странами в области судостроения, создания и обновления портовой инфраструктуры, строительства новых перерабатывающих мощностей на территории Арктической зоны.
Providing opportunities for the development of foreign economic cooperation with friendly Asian countries, stimulating intraregional and interregional economic ties in the Arctic zone of Russia, the involvement of mineral reserves in economic circulation becomes possible thanks to the development of the Northern Sea Route (NSR). The study is devoted to the state and dynamics of the development of the Northern Sea Route as a factor in ensuring the economic security of the state. We studied statistical data characterizing the dynamics of cargo transportation along the NSR, as well as the demand for the transport highway among domestic and foreign shippers. The results showed the presence of the following problems in the development of the NSR: an increase in the timing of the implementation of projects for the extraction and processing of minerals in the Arctic zone, which does not allow to ensure the projected volumes of cargo shipment; difficulties of import substitution in shipbuilding, as a result of which the construction time of icebreakers and other vessels for servicing the NSR is increased; insufficient development of the port and track infrastructure of the NSR (the exception is the port of Sabetta). To solve them, measures are needed to create the Russian North state corporation, which will become responsible for the implementation of the strategic project for the development of the NSR and will be able to issue Arctic bonds under state guarantees, as well as conclude public-private partnership agreements. It is also necessary to intensify cooperation between Russia and China, India and other friendly countries in the field of shipbuilding, the creation and renewal of port infrastructure, and the construction of new processing facilities in the Arctic zone.
