This article examines the evolution of federal relations in Russia, emphasizing the complex multi-layered structure of its state structure. The author highlights the key stages in the development of federalism in Russia, starting with the "parade of sovereignties" in the early 1990s, which marked the active proclamation of sovereignty by the regions, and ending with modern challenges, including the consequences of the COVID-19 pandemic. Each stage reflects changes in political, economic and social conditions, emphasizing the need for a clear division of competencies to overcome tensions between the center and the regions. The article also focuses on the problems arising from the vagueness of the powers of the subjects of the federation, which can lead to conflicts and territorial disintegration. As one of the possible measures to solve these problems, a cooperative approach to the division of powers is proposed, which contributes to improving relations between the federal center and the regions, which, in turn, can strengthen the stability of Russian statehood in the face of modern challenges.
