Examines current trends in the global competition for talent and the problem of brain drain from Russia. The authors show that the outflow of highly qualified specialists and scientists has a systemic impact on national security, innovation potential, and the sustainability of research schools. Based on an analysis of international experience (China, South Korea, Brazil, and others), the authors substantiate the need to develop a comprehensive strategy of intellectual repatriation in Russia. This strategy should include flexible mechanisms for returning and retaining talent: project-based and remote repatriation, dual affiliation, financial incentives, and the development of modern infrastructure. The article concludes that intellectual repatriation should not be a one-time initiative but rather part of state policy aimed at strengthening technological sovereignty, increasing economic competitiveness, and preserving the country’s scientific heritage.
