Considers legislative innovations regulating relations in the field of illegal migration in the Russian Federation, the reasons for the adoption of legislation that toughens penalties for organizing illegal migration in the Russian Federation, analyzes the prerequisites for changes in the migration policy of the Russian Federation, and a set of regulatory legal acts reflecting key aspects of changing Russia's migration policy. A combination of political and other factors that have developed in the international arena directly affect the change in migration flows to the Russian Federation, contribute to the growth of illegal migration to the country, including the commission of serious and especially serious crimes. These factors pose a threat to Russia's national and public security, the stability and development of the country, and the protection of the rights and interests of all citizens, regardless of their nationality, race, or religion, and migration policy is adapting to changing modern realities. The study concluded that tougher penalties for organizing illegal migration should be balanced and take into account all aspects of this problem. On the one hand, it is necessary to ensure the safety and legality of the stay of foreign citizens in Russia.
