The formation of the state system of weights and measures as a special institution of technical regulation in the Russian Empire of the 19 — early 20 centuries is analyzed. It is shown that the transition from scattered prescriptions in the monuments of Old Russian law to a codified system of standards, verification and branding is associated with the complication of economic turnover, the expansion of the domestic market and the strengthening of the fiscal interests of the treasury. On the material of the decrees of the late XVIII — first half of the XIX centuries, the Regulations on measures and weights of 1842–1845, acts on the establishment of the Depot of Exemplary Measures and the Main Chamber of Measures and Weights, the institutionalization of control over the unity of measurements is traced, including the formation of the vertical of verification bodies and the spread of mandatory branding on trade and life. Special attention is paid to the connection of measurement policy with the tasks of industrialization, integration of new territories into the general imperial legal space, as well as with the gradual convergence with the metric system. It is concluded that the introduced regime of measures and weights was the basic model for the formation of the Soviet system of standardization and state supervision of measuring instruments.
