SOLVING DEMOGRAPHIC PROBLEMS IN THE CONTEXT OF THE FEDERAL STRUCTURE OF RUSSIA

Abstract:
In the Russian Federation, there is a clear distribution of powers between the federal center and the regions, which allows the regions to make independent decisions in important areas, such as the economy, education, healthcare, etc. This distribution of powers creates the basis for a differentiated approach to solving regional problems. In turn, the division of power between the center and the regions stimulates political competition among the constituent entities of the Russian Federation. Using a formal legal approach, statistical and comparative research methods, the content of regional programs to increase the birth rate was studied. The results of the study indicate that the principles of federalism play a key role in shaping the policy of regional development of modern Russia. Federalism allows the constituent entities of the Russian Federation to develop their own approaches to solving problems of low fertility, taking into account the specifics of local conditions. At the same time, it is important to ensure the coherence of regional programmes with the overall goals and priorities of national demographic policy, using uniform targets in accordance with the approved strategy for action in the field of demographic development.
