ASSESSING THE STATE OF NATIONAL ECONOMIC SECURITY TAKING INTO ACCOUNT THE IMPACT OF MIGRATION FLOWS

Abstract:
In the context of the changing world economic structure and the intensification of interstate interactions, migration flows are becoming more active, which have a significant impact on the state of economic security of the participating States in world economic relations. This determines the relevance of developing tools for monitoring economic security, taking into account the expanded range of factors affecting its condition. A methodological approach to assessing the state of economic security of the state is substantiated, taking into account the threats initiated by the intensification of migration flows in the context of the formation of a multipolar world. Based on the analysis of changes in the nature of world economic relations, the demographic situation in developed countries and the state of the labor market, objective prerequisites for the intensification of migration flows and the transformation of the Russian Federation into a center of attraction for labor migrants within the framework of regional economic integration have been identified. Alternative approaches to assessing the impact of migration flows on the dynamics of macroeconomic indicators are analyzed and it is concluded that their choice is determined by the composition of research tasks. The hypothesis of the study is formulated, according to which the migration flow cannot change the attributive characteristics of the economic system of the host state, but it has a significant impact on the pace of development of the national economy, the composition and level of threats. A methodology for assessing the impact of labor migration on the dynamics of economic security indicators is presented, which is based on the use of an integral index and thresholds for the protection of the national economy from external and internal threats. In the course of assessing the state of economic security, the geometric mean method is used, which increases the information content of the results obtained and ensures the practical orientation of the formulated provisions. The verifiability of the obtained results is ensured by using official state statistics data as a source of information. It is concluded that the use of the proposed system of private indicators and an integral index ensures the objectivity of the results of monitoring threats to economic security.
