INFLUENCE OF FEDERAL LEGISLATIVE CHANGES ON THE LEGAL STATUS OF MUNICIPAL HEALTHCARE INSTITUTIONS

Abstract:
The impact of changes in federal legislation on the legal status of municipal healthcare institutions, including the redistribution of powers, the transformation of property relations and the change of constituent functions, is considered. The impact of centralization on the organizational autonomy of institutions, their participation in property and financial legal relations, as well as their involvement in regional planning, modernization and control mechanisms is analyzed. It is shown that the reform of the regulatory framework has formed a new model of the legal status of municipal institutions as elements of the regional healthcare system with limited independence in management and property decisions.
