Abstract:
Substantiated the need to develop a typology of individuals who have committed crimes that would be meaningful specifically from a criminal law perspective, namely, for the differentiation of criminal liability. Emphasized that the differentiation of individuals who have committed crimes is a complex and multi-layered issue in criminal law that goes beyond a simple textual interpretation of the law. Despite attempts, the problem of constructing a stable, criminally meaningful typology of individuals who have committed crimes remains unresolved and requires further development. The need for a theoretically sound and practically meaningful differentiation of individuals who commit crimes into first-time offenders and repeat offenders is emphasized. The status, dynamics, and structure of crime in various typological groups of criminals are analyzed, with an emphasis on the frequency of crimes committed. The methodological complexities of statistical recording are revealed. A significant reduction in the proportion of first-time offenders and an increase in repeat offenders over the past 25 years are noted.
