The article examines some issues related to the historical development of corruption as an institution of society, combating it by various methods, including the introduction of ethical standards in the activities of state and municipal employees; examines foreign experience in the implementation of mechanisms for monitoring compliance with ethical standards; makes a proposal to develop a unified ethical code of public service in the Russian Federation, subject to the improvement of regulatory legal foundations of public service.
