The improvement of the internal affairs bodies of the Russian Federation necessitates the study of the phenomenon of management, including its psychological aspects, in particular, the peculiarities of the verbalization of management functions by managers. The purpose of the study is to identify the content and relationships of the verbal representations of the general functions of management among the commanders of the Road Patrol Service of the State Traffic Police. Materials and Methods. The sample of respondents includes 110 heads of road patrol service units of the State Traffic Inspectorate, who are improving their qualifications at an educational institution of the Ministry of Internal Affairs of the Russian Federation from 2021 to 2025. The following methods of empirical research were used: survey, content analysis, directed association method, and correlation analysis. The respondents formulated definitions of four management functions based on the words in the proposed stimulus material. Results. Ten key words‑associations used by respondents when defining management functions are highlighted: “goal”, “success”, “help”, “participation”, “perspective”, “choice”, “acceptance”, “understanding”, “schedule”, “coercion”. Additional contextual markers were the lexemes: “achievement”, “task”, “process”, “direction”, “solution”, “measure”, “result”. Discussion. Verbal representations indicate that goal‑setting is the core of the management cycle, that the organization of interaction is based on involvement and mutual assistance, that incentives are associated with the prospect and attitude of success, and that control is associated with ensuring the achievement and adjustment of results. Correlation analysis revealed a moderate and weak relationship between individual control functions (using word associations as an example). In general, the management cycle is perceived by the respondents as a single process with relative autonomy of its components. Conclusions. The verbal representations of the heads of the Traffic Police units of the State Traffic Police Inspectorate reflect a meaningful management model based on experience and value orientations dictated by modern circumstances of official activities. The results are applicable in the development of the managerial potential of the heads of the Traffic Police units of the State Traffic Police Inspectorate and further study of the special functions of management.
