Russia's intentions to withdraw from the Bologna process and return to classical, historically established professional education prompt a review of those legal institutions and mechanisms that were «born» as a result of updating professional skills. One of these institutions has become «professional qualifications», generated by the desire of employers to independently assess the qualification knowledge and skills of employees through an independent qualifications assessment system. The study analyzes the result of these innovations: what came of it.
