The features of the implementation of the norms of the administrative and legal institution of declaration are investigated. Based on the analysis of doctrinal provisions and normative material, five forms of implementation of legal norms are considered — execution, use, application, observance and understanding — in the specific context of declarative legal relations. Specific examples are given for each form and the relevant legal acts through which it is implemented in practice are identified. In conclusion, a scientifically reasoned conclusion is substantiated about the transformation of traditional forms of implementation into a declarative model, where the presumption of good faith of the declarant plays a dominant role, and compliance with the norms acquires an active, notifying character.
