The problematic issue of countering cyberbullying and other various manifestations of harassment and hatred in the Internet telecommunications network is being updated in the context of an active digital transformation of public relations. The analogy of the obvious danger of the social phenomena under consideration, rapid scalability, unusual detection on the Internet, as well as cross-border and anonymity, and the difficulty of detection is given. Regulatory legal acts and legislation of the Russian Federation are examined, attention is drawn to inconsistencies and legal gaps in the current legal regulation. Close attention is being paid to the creation of a set of preventive measures at various levels of law enforcement and the introduction of new tools into law enforcement practice. Based on the analysis of international experience and modern technological challenges, including the use of neural networks for illegal purposes, measures are proposed to strengthen international cooperation. Steps are also proposed to improve criminal legislation in the fight against cybercrime. Attention is drawn to the need to protect the rights of all bona fide users and to strengthen information security while creating a unified digital environment.
