The comparative legal analysis of the professional qualification systems of foreign countries and Russia is being provided. This analysis is relevant due to the reform of the qualification system in Russia, which began in the early 2000s. The experience of building national qualification frameworks in Germany, the Netherlands, China, and Sweden, as well as their relationship with the educational system is being examined. A comparative legal analysis of foreign experience will help to adjust the development of the professional qualification system in Russia, which is currently undergoing improvement. The conclusions are made with recommendations for incorporating foreign experience into Russian practice. The study is divided into four parts and conducted by a team of authors.
