In the context of rapidly developing digital technologies, the creation of a new digital law, which analog law must give way to, is becoming increasingly important. The following questions: what kind of the new law and its tools should be like; to what extent digital regulators and legal regulators can interact in the digital environment; whether legal norms (traditional legal regulators) are being replaced by software code in the mechanism of social regulation; and the role of so-called universal or general (initial) legal regulators, including the principles of law, –all are the subjects of this article.
