On the basis of a number of sources the questions of organization of food supply in the Russian Empire, which was one of the functions of the Ministry of Internal Affairs, are highlighted on the example of measures taken by the Ministry to eliminate the consequences of the bad harvest of 1891. The analysis of measures taken by the Ministry of Internal Affairs to provide food for the population in cooperation with other departments, local authorities and local self-government in the second half of the XIX century is carried out. The disagreements that arose in solving these issues are especially noted It is pointed out that the historical and legal experience of ensuring food security of the country, accumulated by the Ministry of Internal Affairs during the XIX century, is relevant at present.
