The development of Russian statehood in the first quarter of the XIX century is considered. Special attention is paid to the projects of transformation of the existing socio-economic and political structure of Russia, which were proposed by the elite of the administrative apparatus. The analysis of the process of formation of ideas of governmental constitutionalism, reflected in the projects of M. M. Speransky and the State Charter of the Russian Empire, prepared by N. N. Novosiltsev, is carried out.
