The fundamental legislative acts of the former Soviet Union member states, regulating education, have been analyzed in order to enshrine the provisions establishing the grounds and conditions for the application of administrative responsibility in this sphere. At the same time, the norms of administrative law of these countries related to the regulation of administrative responsibility in the educational process have been considered. The conclusion is made about the possibility of using certain mechanisms of legal regulation in order to improve the Russian legislation on the establishment of administrative responsibility in the sphere of higher education.
