The problems arising at the stage of initiation of cases on administrative offenses encroaching on the foundations of free competition are considered. The issues of interrelation of administrative responsibility for infringements on freedom of competition with antimonopoly and civil liability are analyzed. Particular attention is paid to the problems of counteracting abuses in the use of special knowledge when considering cases on violation of antimonopoly legislation, as well as at the stage of initiation of cases on administrative offenses encroaching on the foundations of free competition. Recommendations on improvement of administrative-tort legislation in this part are given.
