The analysis of the current situation related to the prospects of attracting highly qualified specialists is presented. It is recommended to improve the structure of the regulation on the procedure and conditions for attracting foreign citizens as highly qualified specialists. It is proposed to establish requirements for enterprises that attract foreign citizens to work.
