The purpose of this work is to improve the administrative and legal mechanism for limiting migration processes in the CSTO space in modern conditions. In the introduction, on the basis of scientific methods of knowledge, the author analyzes the current state of the studied problems, studies current issues of legal regulation of migration processes both on a global scale and in relation to the territory under the jurisdiction of the CSTO. The conclusions are being made about the emergence of new threats and challenges to their sovereignty and territorial integrity, since in recent years terrorism has turned into one of the most acute global problems of our time, while revealing the causes and conditions for the emergence of undesirable migrations, when, under the guise of refugees, militants penetrate into neighboring territory to carry out terrorist actions. In the main part, based on an analysis of the regulatory legal framework and the migration situation, the author states that the regulatory and legal regulation of the migration sphere of both the Russian Federation and the neighboring states of the CSTO is aimed at managing positive migration processes. State and interstate mechanisms for countering illegal (illegal) migration have undergone sufficient legal regulation, but the concept of «undesirable migration» and mechanisms for responding to it are not contained in the national legal systems of both the Russian Federation and neighboring states. At the same time, it is undesirable migration, when, under the guise of immigrants (refugees), militants of terrorist organizations prohibited by the world community or regional security structures legally penetrate the territory of a third-party state in order to carry out terrorist attacks and overthrow the legitimate political regime (government), is one of the significant threats to international (transnational) security. In the final part, conclusions and proposals are formed aimed at improving the administrative and legal mechanism for blocking the channels of undesirable migration of participants in terrorist activities on the territory of the CSTO member states. The author proposes administrative and legal measures to limit the undesirable migration of participants in terrorist activities. The problem of legislative settlement of issues of obstruction of legal channels of undesirable migration of participants in international terrorist activities requires close attention of national anti-terrorist bodies and migration services of the Russian Federation, as well as neighboring states. In fact, we are talking about the introduction by national legislators of new legal categories that characterize international migration processes, which entail negative consequences in the form of terrorist activities in the states of entry, including citizenship.
