Human rights underlie the constitutional order of the modern state, not only defining the relationship between the individual, groups and the state, but also penetrating state structures, as well as decision-making and oversight processes. As a result, in the fundamental law of the Russian Federation — the Constitution, the second chapter is devoted to the rights and freedoms of man and citizen. At the same time, there are gaps in the implementation of human rights at the national level, whether individual or, in appropriate cases, collective rights, which are often facilitated by the processes of informatization and globalization of society, affecting the application of constitutional law.
