Hooliganism is the type of offense that is considered as an illegal act by both administrative and criminal legal systems. The main criteria for classifying the specified offense in one or another group are the degree of public danger and the severity of the consequences that have occurred. Outwardly, hooligan acts can be expressed in obscene and offensive expressions, and in intentional damage to public property, in particular, desecration of monuments located in squares and parks, as well as in causing non-life-threatening bodily injuries to citizens during the organization of street riots and mass fights. IT technologies have also contributed to this list, which have allowed people prone to manifestations of antisocial and antisocial behavior to inflict public insults and slander individuals with whom they may not even be familiar. All these episodes indicate the desire of violators of public order to demonstrate their commitment to legal nihilism. Although in previous years such acts were committed, as a rule, by representatives of youth or persons abusing alcohol and drugs, recently there have been cases when people with high intellectual abilities are included in the group of hooligans. In connection with these negative trends, law enforcement agencies and representatives of other authorized bodies are required to develop more advanced measures aimed at preventing such acts and effectively eliminating their consequences. This publication reflects not only the objective and subjective specifics of the attacks related to the manifestations of hooliganism, but also suggests measures to prevent and prevent them at various levels.
