In the modern conditions, the organization and activity of public authorities in the constitutional mechanism of a democratic state is subordinated to a considerable influence of the «party» state — a politically institutionalized system with its basic institution — political parties (party system). The party system of the country formed under the influence of this factor, creates the basis for the formation of a parliament, to a certain extent copying the party structure of this country. The party (factional) structure of the modern parliament, or the division of deputies into factions (party associations), is the titular feature of all modern parliaments. The party structure of parliament influences the structural composition of parliament itself, its governing bodies; the party composition of the parliament determines the ways of forming parliamentary committees (commissions); factions (party associations) have a significant influence on the organization of the activities of parliament, its functioning and parliamentary proceedings. At the same time, the party (factional) structure of parliament indicates that in modern constitutional systems, the principle of party-political balance operates, one might say. The characteristic of factions influence on the structure and organization of the activities of parliament is presented, proposals are formulated to rationalize the structure of the chambers of the Federal Assembly — the Parliament of Russia.
