The relevance of the study is determined by the global «aging» of the world population. Russia as a social state undertakes obligations to increase the active age of the elderly. One of the measures to fulfill its obligations to the older generation is the system of long-term care for the elderly and disabled implemented at the state level. In general, long-term care programs are formed by regional social services, in connection with which approaches, methods, and volumes of social services differ by region. There is an analysis of the best regional practices for organizing long-term care and providing social services to the elderly and disabled. The identification of best practices will make it possible to disseminate them as positive experience throughout Russia.
