It is considered the formation of an institutionalized risk management system at enterprises of the military-industrial complex as a tool to ensure resistance to hybrid threats and maintain the economic reliability of the fulfillment of contractual obligations. It is justified that fragmented response measures are inferior in efficiency to the risk-oriented contour of corporate governance, including identification, assessment, selection of neutralization strategies and constant monitoring of threats. An enlarged classification of risks relevant to the defense industry is proposed, covering business, operational, financial, emergency and hybrid risks, which ensures the completeness of the coverage of vulnerabilities and the comparability of management decisions. To quantify the consequences, the expected damage model is used as the sum of the product of the probabilities of the scenarios by the amount of losses, which makes it possible to justify the economic feasibility of the costs of protective measures and to form the priorities of the risk portfolio. Response strategies are disclosed that focus on eliminating the source of risk, reducing the likelihood and severity of consequences, redistributing risk through insurance and contractual mechanisms, and accepting residual risk in the presence of disaster recovery plans. Significant emphasis is placed on business continuity and cyber resilience planning, including developing recovery procedures, conducting exercises and building multi-level protection that combines technical and organizational measures. A set of risk management maturity indicators reflecting expected losses, frequency of incidents, duration of downtime and information security parameters is proposed.
