Presented the author’s methodology for a comprehensive study of administrative-legal declarations, which allowed us to justify their identification as an independent institution within the branch of administrative law. A comprehensive algorithm for applying a system of general scientific and specialized legal methods is presented, detailing their relationship with specific research objectives, from the analysis of regulatory material to the formulation of scientific novelty. A retrospective analysis demonstrates how the consistent application of this methodology led to the identification and systematic characterization of a new, dynamically developing administrative-legal entity. A conclusion is drawn regarding the effectiveness of the methodological approach used for solving the problems of theoretical understanding and improving regulatory and protective mechanisms in the field of declaration.
