Today in the Russian Federation has outlined an agenda for the digitalization of the economy, public and municipal administration, in the context of which the state as a whole and the regions are facing new challenges, one of which is the shortage of qualified personnel capable of effectively integrating into the new format of socio-economic mechanisms. The solution to this problem lies in the creation of ecosystems that integrate legal support systems, business structures, social management and the entire chain of relevant relationships. And the more intensively digital tools are integrated into the sphere of state and municipal management, the more urgent the issues of the quality of human resources become, since it is this resource that largely determines the quality of mechanisms for ensuring the economic security of regions and the entire state. The particular relevance of these issues is determined by the intensive development of the concept of sustainable development, which defines the key areas of development of economic entities of all forms as a key integrator of human, labor, and intellectual resources in the region.
