Taking into account the emerging criminogenic situation among foreigners, as well as the increased expectations of society in terms of the state response to the problem of mass influx of migrants and illegal migration, it is necessary to take measures aimed at strengthening control over the presence of foreign citizens in the Russian Federation. The need to strengthen state control over the legality of the stay of foreign citizens is due to a number of reasons, including their low level of socialization and adaptation to life in the Russian Federation, low level of legal awareness, low standard of living and income. These factors create prerequisites for illegal behavior of foreign citizens and their involvement in crime, which negatively affects the crime situation, the security of citizens and the state.
