Issues of the formation and development of the institute of departmental procedural control in Russia are considered. It has been proved that it is possible to talk about the emergence of procedural control in Russia only in the context of considering the issues of the formation of the investigative apparatus, the emergence of the procedural figure of the investigator, and as a result, the head of the investigative department, the predecessor of the head of the investigative body. The authors substantiate the thesis that the emerging figure of the head of the investigative department (currently the head of the investigative body) has completely concentrated in his hands a set of powers of a different nature, which has formed the possible limits of permissible interference by prosecutorial supervision and judicial control. In conclusion, the authors came to the conclusion that today, there is a clear trend towards strengthening the role of procedural control, which, based on the powers of the head of the investigative body, is closely interconnected with organizational, procedural and organizational control.
