Based on the analysis of legal literature and legislation on the permissibility of the dissemination of information by a person and a citizen in the Russian Federation, several judgments are substantiated: the Constitution of the Russian Federation of December 12, 1993 is a normative legal act with the highest legal force, in which the basic rights and freedoms of man and citizen are proclaimed, however, declaratively; the right to disseminate information by man and citizen in the Russian Federation is proclaimed in Article 29 of the Constitution of the Russian Federation; the constitutional right to disseminate information by man and citizen in the Russian Federation is regulated The Federal Law of the Russian Federation «On Information, Information Technologies and Information Protection» of July 8, 2006 is a normative legal act with different legal force; a normative legal act specifically designed for the dissemination of information is the Federal Law of the Russian Federation «On Information, Information Technologies and Information Protection».
