Abstract:
The analysis of the system of public charity during the reforms of Catherine II was carried out through the prism of the legal status of the male gender group. Using the historical method, the «Mandate» is investigated as a real tool for the social protection of military retirees. With the help of a retrospective analysis, the authors consider the problems of closed educational institutions for children from socially vulnerable categories of the population, and also address the problem of forced labor in workhouses during the reforms of Catherine II.
