THE SUPERVISION SYSTEM OF THE BANK OF RUSSIA OVER THE SUBJECTS OF THE COLLECTIVE INVESTMENT MARKET AND ITS FEATURES

Abstract:
The current situation and stages of progress in the field of remote financial control, which is carried out by the Central Bank of the Russian Federation, playing the role of a key supervisor of the financial market, are considered in detail. The focus is on such important market participants as non-governmental pension funds (NPFs), companies involved in their management (MCs), and specialized depositories (SD). Also, issues related to the supervision of another part of the collective investment market - mutual investment funds (MUIFs) and joint-stock investment funds (JSIFs) are partially addressed. The author examines the main systemic changes in supervisory activities of the last 10 years, already implemented and successfully applied by the Bank of Russia, as well as modern aspects of the formation of a new stage of financial supervision. A special place in the article is given to proposals for improving the activities of the Central Bank of the Russian Federation, as a mega-regulator, to improve interaction with supervised entities and reduce the regulatory burden on the financial market in order to achieve a high level of services provided in the market and, as a result, increase the level of protection of the legal rights and interests of investors and clients - present and future pensioners of the Russian Federation.
