The structure of crime during a protest action forms a certain cycle of illegal actions, which logically correlates steadily with the phases of the protest itself. The article discusses the features of the organizational and preparatory phase of the cycle, the danger of which is that protest activity is consciously stimulated, provoked by interested groups of citizens, which makes the protest organized, planned and managed. The controllability of the protest makes it necessary to emphasize three interrelated aspects of this phase: interference in the political activities of foreign agents; stimulation of protest activity, build-up and radicalization of protest moods; deliberate, artificial expansion of the social base of the protest by attracting new participants. At the same time, the organizers of the protests are mainly focusing on young people aged 18-24, who are traditionally recognized as the least politically active, but the most criminologically active group of the population. Appeal to the youth audience determines the network nature of propaganda, recruitment and conscription activities, the use of modern electronic means of communication, especially popular among the youth. «Out on the street» marks the end of the first - organizational and preparatory phase of demonstrative protest crime and the transition of its criminal cycle to the second phase - the actual activity, which we will consider in subsequent studies.
