The issue of the prerequisites for the formation of the factory and plant police is considered. Socio-economic, political conditions, as well as ideological attitudes that led to the aggravation of class contradictions and protest movements in the working environment, which forced the government of the Russian Empire to strengthen the fight against social contradictions by taking measures to improve law enforcement.
