The essence and procedure of the mechanism of implementation by the internal affairs bodies of the legislation of the Russian Federation on administrative responsibility is being revealed. The issues related to the administrative and legal status of employees of the internal affairs bodies (police), as one of the main subjects of the implementation of the mechanism of the institute of administrative responsibility, are considered. The authors note the expediency of making adjustments to the current legislation in order to develop an optimal approach from the point of view of law enforcement practice to endow employees of internal affirs bodies (police) with procedural powers at the initial stages of proceedings in cases of administrative offenses.
