It is noted that the bodies of the preliminary investigation of the Ministry of Internal Affairs of Russia work under conditions of high workload, due, among other things, to excessive evidence requiring institutionalization and legislative prohibition, as well as insufficient monetary support, the problem of which is currently being solved. It is stated that the Decree of the President of the Russian Federation № 1422 of November 23, 1998 does not correspond to the importance of the state function performed by them, an appropriate federal law is required.
