The promising opportunities for the implementation of competence-based approach in higher education institutions of the Ministry of Internal Affairs of Russia taking into account global challenges are considered. The barriers to the effective realization of the competence approach in the innovative educational process and the conditions of their overcoming are presented. The possibilities of effective mastering of professionally significant competences by cadets in the process of self-education are revealed.
