In the sphere of distribution of state financial resources, conditions for various abuses often arise, which leads to a negative impact on the formation of fair competition, the openness of established procedures. The obvious consequences of corruption offenses in this area primarily include, of course, losses to the state budget, but also cause colossal reputational damage to the current system of power and governance of the country. The article is devoted to the search and study of practical factors influencing the effectiveness of the implementation of the anti-corruption strategy in the sphere of public procurement. The main forms of corruption in this area are considered. Based on the surveys and interviews conducted within the framework of this study with representatives of the management of various municipal institutions and structural divisions of the departments and administrations of the Moscow region, as well as employees of linear and territorial divisions of law enforcement agencies, including the 4th service of the FSB of Russia, district prosecutor’s offices of the city of Moscow and the departments of economic security and anti-corruption of the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region, the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow Region, a conclusion is made about the most critical imperfections of the administrative and legal mechanism for combating corruption in the sphere of public procurement.
