The analysis of the current state of legal regulation of administrative enforcement measures under martial law is presented. Particular attention is paid to the issues of legal regulation of administrative liability in the administrative-tort legislation of the constituent entities of the Russian Federation for violating restrictions imposed by decisions of the highest official of the constituent entity of the Federation (operational headquarters, defense headquarters) within the established regimes (response levels). A conclusion is made on the applicability of the general norm of federal law (Article 20.5.1 of the Code of Administrative Offenses of the Russian Federation) for the purpose of bringing to administrative liability for violating restrictions established within the regimes (response levels).
