The article is aimed at determining the prospects for sustainable development of business 4.0 based on the institution of social partnership in modern regions in the context of their transition to a new quality of digital economic growth. For this purpose, based on the best practices of the top 20 Russian regions with the highest quality of digital economic growth in 2023, an economic and mathematical model is compiled that reveals the dependence of the quality of digital economic growth on the development of business 4.0, as well as the dependence of the sustainability of business 4.0 on the manifestations of the institute of social partnership. The theoretical significance of the model is that it allows predicting the change in the sustainability of employment of business 4.0 depending on the development of the institute of social partnership in the regions of Russia. The final conclusion is that the sustainable development of business 4.0 in the regions of Russia is achieved due to such manifestations of the institution of social partnership as reducing the overall unemployment rate among the working-age population, expanding employment opportunities for female workers, expanding employment opportunities in urban areas, reducing tension in the labor market, as well as reducing the time of job search by unemployed people. A forecast of the sustainable development of Business 4.0 in Russia’s regions for the medium term to 2025-2027 has been compiled, revealing the prospect of transition of Russia’s regions to a new quality of digital economic growth. Their practical significance is that they reduce uncertainty and open up the possibility for high-precision planning of sustainable development of Business 4.0 in Russia’s regions. Recommendations for the development of the institution of social partnership to achieve full sustainability of Business 4.0 in the regions of Russia are developed. The managerial significance of the author’s recommendations is that they allow to improve the modern Russian practice of state and corporate management of the regional labor market.
