Presents a comprehensive analysis of regional demographic programs aimed at stimulating fertility in the constituent entities of the Russian Federation. Based on statistical data, the article reveals a significant differentiation of the total fertility rate by federal districts, highlighting the regions with the most pronounced demographic decline. The study includes a critical assessment of existing support measures, revealing their key drawback — focusing mainly on material mechanisms and large families, while the needs of young, student and rural families are often left without due attention. Special attention is paid to the problems of rural areas, where low birth rates are exacerbated by a lack of social infrastructure and transport accessibility. The need to revise the age criterion for the «young family», support student families through the creation of mother and child rooms in universities, as well as the development of affordable housing loans is emphasized. The encouragement of «ancestral labor» — the involvement of grandparents in the upbringing of grandchildren — is considered as a new motivational factor. It is concluded that there is a need to move from standard measures to targeted, integrated approaches that take into account regional specifics and are aimed at forming sustainable family values and improving the quality of life.
