The harmonious development of local communities is an integral element of strengthening the rule of law in the state, ensuring a balance of public interests at both the national and municipal levels, taking into account territorial and socio-economic specifics. The article analyzes the legal aspects of federal legislation regulating the practice of initiative budgeting in the Russian Federation. A number of contradictions are pointed out, in particular, the insufficiently complete implementation of the principle of citizen participation in the budget process, the opposition of the concepts of «proactive budgeting» and «initiative project», and a number of others.
