Measures to improve the legislation of the Russian Federation on arms control are mainly limited to further detailing the legal regulation of the acquisition, storage, carrying and use of civilian firearms by individuals. At the same time, the standards for the implementation of the right to carry civilian firearms, being secondary to the possibility of their legal acquisition, have not changed significantly for a long time, and therefore have not aroused the scientific interest of researchers. At the same time, law enforcement practice indicates the presence of legal gaps in these issues, terminological inaccuracies, ambiguous formulations and other legal flaws that require urgent elimination. Based on the analysis of the arms legislation of the Russian Federation and the noteworthy normative and law enforcement experience of some foreign countries, this article evaluates various variants of the administrative and legal regime for carrying civilian firearms, identifies possible directions and ways to improve it.
