The qualification of the employee and his readiness for development and improvement are considered, which are one of the main criteria that determine the competitiveness of production. In turn, an independent assessment of qualifications is an effective tool not only for the selection and determination of the degree of compliance of an employee with the requirements of a professional standard, but also for the accelerated adaptation of his qualification characteristics to the realities of rapidly changing production. This process is of particular importance in conditions of limited time resources for the development of personnel and the narrow-profile nature of the knowledge acquired by the employee. By applying an independent assessment, the personnel administration service in modern conditions is able to recognize informal education, as well as formalize existing experience without the need to organize specialized long-term training of an employee, usually accompanied by his separation from work. This aspect is especially relevant for workers of modern production, whose training in additional educational programs requires not only significant time, but financial costs associated primarily with the need to use special complex high-tech equipment in the educational process. In turn, one of the criteria for the effectiveness of the NOC is its adaptability to modern digital technologies, which also has a positive effect on both the availability and effectiveness of this procedure.
