The range of subjects involved in administrative-declaratory legal relations based on an analysis of regulatory legal provisions and doctrinal approaches. The concept of a subject in these relations is defined, its specific characteristics are identified, and a classification of subjects is provided. Particular attention is paid to differentiating the subjects of declaration from those involved in control, supervisory, and permitting legal relations, emphasizing the qualitative novelty and preventive-notification nature of the regulatory impact of the administrative-legal institution of declaration. The author substantiates the idea that the composition of subjects involved in administrative-declaratory legal relations represents a special, process-oriented system, the functioning of which is based on the priority of the presumption of good faith of the declarant. This system, unlike the classic regulatory and permitting models, is characterized by the distribution of functions among three types of entities. It is evolving toward digitalization and professionalization, and is aimed at creating a balance between the effectiveness of state control and the minimization of mandatory interference in the legitimate activities of economic entities.
