Explores scientific approaches to defining the content of administrative and jurisdictional activities. Based on this analysis, the author argues that the proceedings in cases of disciplinary offenses, including those in the internal affairs bodies, should be considered as an independent type of legal process that has a complex procedural structure, specific features of the subject and means of legal regulation, and distinct characteristics of the implementation of substantive and procedural norms, as well as the legal status of the participants in such proceedings.
