Abstract:
The article is devoted to the study of financial sustainability of the municipality on the example of the urban district of the city of Ryazan. The study aims to consider the key aspects of financial sustainability of the municipality, to identify the factors affecting it, as well as to analyze the regulatory and legal framework of the budget process in the region. The paper considers the theoretical foundations of financial sustainability, its role in ensuring the stable functioning of local authorities. The external and internal factors that affect the financial sustainability of the city of Ryazan, such as budget revenues and expenditures, tax revenues, debt to creditors and investment opportunities are analyzed. Special attention is paid to the legal regulation of the budgetary process in the urban district. The main normative acts regulating the formation and execution of the budget, as well as mechanisms of interaction between different levels of government in the framework of budgetary federalism are studied. The article also highlights the current problems and shortcomings in the field of financial sustainability of the city of Ryazan. The weaknesses of the existing system of financial management are identified, including low efficiency of the use of budget funds, high dependence on external sources of funding and lack of transparency of budget planning. Based on the analysis, practical recommendations to improve the financial sustainability of the city district are offered, including the improvement of public and municipal finance management mechanisms, increasing tax revenues and the development of investment activity. The results of the study can be applied in the practice of local self-government bodies, as well as will be useful to specialists in the field of public and municipal administration.
